Fix locale-dependent float printing in GGUF metadata (#17331) 
* Set C locale for consistent float formatting across all binaries.

* Add C locale setting to all tools binaries

Add std::setlocale(LC_NUMERIC, "C") to all 16 binaries in the tools/
directory to ensure consistent floating-point formatting.

* Apply suggestion from @JohannesGaessler

Demonstration of Prompt Lookup Decoding

The key parameters for lookup decoding are ngram_min, ngram_max and n_draft. The first two determine the size of the ngrams to search for in the prompt for a match. The latter specifies how many subsequent tokens to draft if a match is found.
