Strided iterator was added in [CCCL
3.1](https://github.com/NVIDIA/cccl/releases/tag/v3.1.0), which is packaged into
[CTK
13.1](https://docs.nvidia.com/cuda/cuda-toolkit-release-notes/index.html#id5)
