CUDA: Use standard-compliant preprocessor for MSVC builds
Workarounds of https://github.com/NVIDIA/cccl/pull/6791 will not be backported to CCCL 3.2, only the diagnostics/error messages will: https://github.com/NVIDIA/cccl/pull/6827
