CANN: GGML_CANN_ACL_GRAPH works only USE_ACL_GRAPH enabled (#16861)
The documentation should state that `GGML_CANN_ACL_GRAPH` is only effective if `USE_ACL_GRAPH` was enabled at compilation time.
