* New compression/shared.h, remove sfp.h
* Remove unused DistortionStats b_l1_
* Move exact arithmetic functions into fp_arith
* Remove even_odd optimization for MatVec (mostly unused)
* use BF16 typedef more widely
* Add kMaxSFP constant
